INVITATION TO TENDER

1. The Proposal

The Ridge SCIO has obtained Planning Permission (21/00947/P – granted 09/09/2022), and submitted Building Warrant for the development of the site, to restore historic elements and to create a newbuild terrace of residential supported accommodation.

At this stage, we are raising funds to continue the project to the main construction phase, and we are looking to appoint preferred contractors to undertake various elements of the works should funding be awarded. Specifically, we are inviting tenders from suitably qualified/experienced individuals/organisations, to fulfil the role of Temporary Works Coordinator, with regard to the significant scaffolding and propping elements of this project, details of which can be found in the attached design documentation.

2. Project background

The 86-88 High Street site was acquired by The Ridge SCIO in 2020, as a restoration project which would provide skills training opportunities to our apprentices, whilst also contributing to the overall regeneration of the historic Dunbar High Street, and creation of end uses which would generate sustainable income for the charity into the future. 

The project has since been under development, with the ground floor in temporary use by The Ridge latterly, as a home for its support services, until the Black Bull Close Support Centre becomes operational in 2025. 

The historic elements will reinstate the layout of a smaller shop, tenement stair and flats above, with an outshoot to the rear housing a flat above commercial space.

The site is a priority project within the Conservation Area Regeneration Scheme (CARS).

3. Tender requirements

Prior to the preparation of major funding bids, there is now a requirement for Temporary Works Coordinator services for Phase 1A of the project to be tendered. 

Phase 1A will see the front section of the site addressed, which encompasses the tenement stair, along with the two flats and shop to the front of the stair. The roof and the massive supporting steel framework within the first floor will be removed, necessitating an extensive scaffold including an over-roof tent, and internal propping with multiple crash decks. The fabric of this part of the building is to be restored, and made structurally sound, with the flats reinstated to ‘shell’ (for subsequent full refurbishment) and the shop fully reinstated as part of this phase.  

Given the High Street position of the site, and the close proximity of inhabited neighbouring residential/retail properties, there are additional considerations regarding risk management. 

The Ridge is particularly focused on giving opportunities to its trainees in wood and stone-working to be engaged in learning opportunities during the construction phase.  These are mainly young people and with minimal prior experience of complex building sites. Consideration will also need to be given to ensuring their safety and managing the risks posed by their inexperience.

Access to the site

Upper floors of the site are currently ‘condemned’ as unsafe to enter. Arrangements for accessing the ground floor and exterior of the site can be made with Kate Darrah of The Ridge.  

4. Submission of tenders

Tender documents should be submitted electronically to kate@the-ridge.org.uk no later than noon Friday 23 May 2025.  

The tender submission should include:

  • An outline of the capabilities and relevant experience of your practice, including the named individuals proposed for this project (The Ridge is very much open to submissions from individuals as well as multi-person practices)
  • Details of the proposed professional team or individual, with details of any similar work undertaken by them
  • Confirmation of your level of Public Liability insurance cover 
  • Fee proposal
  • Any other information you consider necessary for the submission.
